You SHOULD be able to unlock the account in most cases using the password reset. There are cases where Jagex just do NOT send the email so its impossible to unlock no matter what you do.

As Jagex are targeting Legacy accounts with locks somewhat commonly - I also sell Jagex/OTP version for slightly cheaper - this type of accounts only get locked EXTREMELY rarely.
